The Chief Information Officer (CIO) manages and develops
enterprise level technology resources through executive directive.
The CIO maintains, administers, and secures all electronic
resources while overseeing the IT department. The CIO provides
enterprise level technology vision, in accordance with CEO and or/
Deputy CEO objectives. This position is characterized by its
primary responsibility to exercise all available methodologies,
procedures, processes, security measures and resources to
effectively and efficiently administer and manage the organizations
integrated system of PCs, VoIP Phones, Laptops, PDAs, Thin Clients,
Servers, Routers, Switches, LAN and WAN based network environments
and related peripheral devices and core business application
software. The CIO serves as HIPAA Security Officer for the
organization. Essential Functions: Supervises all areas of
technology and the IT department. Identifies networking
requirements and strategically plans for additions and upgrades to
network infrastructure related to hardware and software systems.
Evaluates network hardware and software systems and maintains and
delegates as appropriate all network systems design and
configuration data within a centralized database/s. Acts as the
main liaison between technology and management or executive staff.
Consults and advises CEO and Deputy CEO on matters related to
networks. Interacts with hardware/software vendors/contractors
regarding departmental or organizational networking requirements.
Researches, analyzes, evaluates, and makes recommendations relative
to networking policies, procedures, methodologies, systems and
security. Develops and implements controls and standards relative
to maintaining network connectivity, security, reliability, and
integrity. Monitors network activity to ensure that the controls
and standards are being effectively applied. Provides strategic and
just-in-time solutions to assure a high level of equipment/resource
uptime. Maintains professional status through research, seminars,
testing and through IT related affiliations in order to stay
current with networking design, configuration, utilization, and
administration, trends and technology. Provides mentoring and
technical advice to staff as appropriate in the effective and
efficient utilization of the network, technology, procedures,
security methodology, and conflict management. Creates and/or
delegates as necessary documentation through procedures, memoranda,
and miscellaneous instruction materials, relating to staff use of
network systems. Prepares correspondence and reports. Identifies
and/or delegates as necessary, hardware/software malfunctions and
effects generally accepted corrective procedures, as appropriate.
As the HIPAA Security Officer, is responsible for the ongoing
management of Information security policies, procedures, and
technical systems in order to maintain the confidentiality,
integrity, and availability of all organizational healthcare
information systems. Develops IT staff in the following areas:
customer service, technical, project management, conflict
management skills as needed. Manages and oversees UDS and OSHPD
reporting and processes. Maintains IT budget, short- and long-term
plans. Chairs EHR/IT Taskforce meetings. Other Responsibilities:
Provide input, ideas and technical vision in a constructive manner.
May be required to work after hours and at any satellite facility
as needed. Provide support and expertise to other organization
departments as necessary. Qualifications: Ten (10) years of IT
experience. Minimum of three-five (3-5) years in a leadership role.
Bachelor---s degree in computer field required or equivalent
experience. MS preferred. Previous experience in a healthcare
organization (FQHC preferred) with EPM/EHR system desirable.
Demonstrate practical performance in the administration and
management of a highly complex network environment by managing
multi-protocols to include: Routers, Web Servers, Firewall, TCP/IP,
DHCP, Gateways, and DNS. Extensive knowledge of enterprise level
applications I.e. Exchange, Webmail Active Directory, SQL, Crystal
reports, MS OS, EPIC, Dentrix, and others as required. Solid
understanding of principles, disciplines, methods, best practices
and industry standards in the following areas: electronic security,
computers, networks, internet, telephony, Networking circuits I.e.
MPLS, Frame, Ethernet, integration, management and support.
Proficient with network diagnostics, health, performance, security,
maintenance and management tools. Effectively demonstrates
reporting, analysis, data mining, scrubbing and presentation
skills. Electronic data processing and submission principles,
techniques and capabilities. Monitors trends, innovations in
networking and integration technology, including hardware and
software. Develops strategic plans for operation and growth of
communication and data connectivity circuits, and the overall
network. Communicates effectively with all staff of various
professional, vocational and education backgrounds. Designs wide,
local and mixed area networks based on analysis of user need,
existing and emerging technology, cost and benefit. Able to
demonstrate examples of successful project management. HIE
