Employees are covered under the California Public Employees Retirement System (CalPERS) and are vested 100% after five years of full time service.College/Site: Bakersfield CollegeLocation: BC-Main CampusBasic Function:Under the direction of the Vice President of Student Affairs, the Director, Student Success Technologies is responsible for leading student services high-tech initiatives that lead to effective, coordinated, and efficient technology solutions to support and advance student progression and completion at Bakersfield College. The Director will coordinate and oversee all student services college technology related initiatives to improve the efficiency for student support programs, including functional analysis of web-based, mobile, and campus-based service delivery.Examples of Duties:1.Lead campus strategic initiatives that support an effective, coordinated, and efficient technology environment to support and advance student progression and completion at Bakersfield College, including strategic use of third-party solutions such as Starfish (CONNECT , , Degree Planner, and Analytics), Community College Guidance Initiative (CCGI ), AccuPLACER, AccuSQL, Campus Logic, Maxient, and CCCApply2. In coordination with the district's IT department technical direction, direct and manage the acquisition, of student success technologies that support and advance student success at the college in all learners (online, on-campus, incarcerated, etc.) Plan the lifecycle of student success applications, including initial campus deployment, training, application releases, platform upgrades, process improvement, and decommission or replacement3. Coordinate with the appropriate college administrators and users to direct, plan, design, test, and implement student success systems and technology planning, updates, and functionality. Lead the appropriate strategic planning processes including workflow and configuration diagrams, for student success technology to ensure alignment of College and District strategic plans4. In coordination with the district's IT departments technical direction, identify, prioritize, design, and plan innovative and technological solutions to scale, academic support, and counseling to increase enrollment, retention, and completion5. Continuously evaluate processes to implement improvements and new technologies that support all mediums of student learners; act as a liaison between information technology and student success endeavors. Work with district and IT staff to provide a seamless, effective and innovative solutions for student success technologies and software and work-processes6. Coordinate with the College IT Director for college wide guidelines, planning, and technology issues and services.7. Direct college wide training and assistance on the ideal use of relevant student success software and hardware. Direct the development of user manuals and job aids8. Participates in budget oversight in coordination with categorical fund managers; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures and budget accounts9. Assist in the development of vendor relations for effective negotiation, contract management, implementation and ongoing support of student success technology and software purchases10. Serve on College and District committees as assigned. Represent the College at local, regional, state, and national meetings/ conferences as assigned11. Perform other related duties as assigned.Education and Experience:-Master-s degree from an accredited college/university, preferably in Management, Educational Technology, Information Systems, or a related field-Three years of experience in the coordination, management or implementation of educational technology systems or related experience in a higher education setting-Experience in coordinating and submitting relevant grant funding to implement educational technology programs-Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds of community college students and employees.Note: Degrees and credits must be from accredited institutions (Title V Section 53406). Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an evaluation service.Note: The screening of candidates will be conducted by a screening committee. Meeting the minimum qualifications for a position does not assure the applicant of an interview.Knowledge and Abilities:Knowledge of:-Formalized systems analysis techniques, project management, and structured design techniques-Computer hardware and software applicable to an educational environment; and of peripheral hardware commonly used in academic computing-Effective practices in distance education and academic support services-Federal and state laws related to the development and implementation of student success technologies at the community college level-Leadership and management principles and techniques-Accounting, budgeting, and fiscal reporting-Effective written and oral communication techniquesAbility to:-Supervise others-Coordinate and facilitate complex technological undertakings-Establish and maintain effective working relationship with others-Plan, develop, and manage a department operational budget-Plan, organize, and manage complex purchase processes, including negotiations with vendors for hardware and software acquisitions-Perform short-and-long-range planning to effectively manage personnel and materials processes of the College information technology department.-Interpret laws, rules, and regulations affecting community college fiscal, attendance, and personnel accounting-Compile clear, accurate statistical reports-Logically and realistically evaluate systems and procedures-Evaluate and assign staff for efficient operation of the departmentSalary Grade: ISpecial Instructions to Applicants:First Review of Applications:Complete application packets will be accepted until the position is filled; but those received by 5:00 p.m. (Pacific Standard Time) on August 9, 2018 are assured consideration.
