Human Resources TechnicianPriority Application Deadline: May 30, 2022. Position will remain open until filled. DEFINITION: Under the direct supervision of the Vice President of Human Resources ; performs a variety of specialized technical and clerical duties in support of the human resource and payroll functions; prepares and processes payroll; ensures that employees are paid accurately and on a timely basis; prepares and maintains a variety of payroll, leave and statistical records, reports and other documents as required; and performs related duties as assigned. REPRESENTATIVE DUTIES:The following duties are typical of those performed by employees in the classification, however, employees may perform other related duties not listed and not all duties listed are necessarily performed by each employee. Provide human resources and payroll related advice to the Vice President, Human Resources.Create and manage employee records in related systems.Provide information and assistance to assigned employee groups regarding payroll and related human resources functions, policies and procedures.Prepares and processes the District payroll for assigned employee groups.Reviews and audits payroll related data to ensure accuracy; verifies and codes payroll data according to district guidelines; reconciles payroll data to ensure compliance with overtime laws and applicable bargaining unit requirements; evaluates discrepancies in payment or records and adjusts as required.Coordinates validation of employee changes including, but not limited to, salary adjustments, new hires, employment terminations, benefit changes, etc.Coordinates payroll related deductions for employee supplemental benefit programs (such as flexible spending accounts, life insurance, Pre-paid Legal), retirement programs (such as CalSTRS, CalPERS, 457 Plans, 403(b) Plans), health insurance programs (Medical, Dental, Vision) and other voluntary employee deductions for payroll contribution purposes.Assists with the implementation, management and compliance with mandatory wage garnishments requested from governmental agencies.Assists in the compilation, maintenance and updating of confidential payroll documents and records.Assist with ACA tracking and ensuring compliance with 67% rule for adjuncts.Maintains employee leave and benefit records; assists Vice President in the monitoring, tracking and coordination of employee leaves of absence ensuring compliance with relevant laws, rules and regulations.Researches and provides information regarding the District's payroll, leave and retirement records, and related policies and procedures.Audits, manages and ensures integrity of Timeclock Plus, or other District electronic timekeeping and leave management system. alidates weekly hours and confers with management regarding discrepancies.Coordinates the sorting and distribution of payroll warrants.Coordinates the annual compilation, processing and distribution of W-2 statements.Prepares draft correspondence to employees regarding payroll and leave activities and procedures as assigned.Provides authorized payroll information for employment verifications.Coordinates with Human Resources, Fiscal Services and IT staff to troubleshoot payroll software issues and the Employee Self Service website.Assists in the preparation and presentation of workshops on payroll related matters.Provides assistance to the Vice President of Human Resources as needed. Serve as primary back up for campus switchboard operator.Assists in the maintenance of confidential employee personnel records.Manages personnel requisitions and coordinate screening committee activities for assigned groups. Assist as needed with all other recruiting needs.Manage onboarding process for candidates in assigned groups. Assist as needed with all other onboarding activities.Coordinate District pre-employment screening, such as TB risk assessment and/or testing and processing DOJ fingerprinting.Performs other duties as assigned. EMPLOYMENT STANDARDS:Minimum Qualifications:Associates Degree, or equivalent, in Business, Human Resources or related field and 2 years of Human Resources and 1 year payroll experience. ORFour (4) years of experience, with a minimum of 1 year of payroll experience; ORBachelor's degree or equivalent in a business-related field and one (1) year of experience.Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds of community college students and employees.1 year minimum experience working with a HRIS or payroll system(s). Desirable Qualifications:1+ years prior experience in Payroll in the California public sector.1 year prior experience with QSS.Prior experience with UKG or Timeclock Plus.Experience in higher education or a public service environment.Intermediate Excel experience.BilingualPersonal:Ability to independently plan and organize work assignments.Ability to establish and maintain cooperative working relationships both within the District and external. Working Conditions:Assignments are typically 40 hours per week and 12 months per year. May require over-time, holiday or weekend work to meet deadlines. Work is generally performed indoors but may involve traveling to district or county offices to complete assignments or for research, workshops, training or meetings.
